The NCC's publication scheme

This Freedom of Information Publication Scheme has been developed by the National Consumer Council (NCC) in accordance with Section 19 of the Freedom of Information Act 2000 (FOI Act 2000). The NCC has campaigned for many years for greater freedom of information and open, transparent, systems which make as much information available as possible.

Under Section 19 of the Freedom of Information Act 2000, all public authorities are required to adopt and maintain a publication scheme setting out the classes of information they hold, the manner in which they intend to publish the information and whether or not a charge will be made for it. The purpose of the Scheme is to ensure that a significant amount of information is available, without the need for specific requests being made. Schemes are intended to encourage organisations to publish more information pro-actively and to develop a greater culture of openness.

The publication scheme sets out:

  • what information we publish or intend to publish as a matter of course;
  • how this information will be published.

This summary of the scheme sets out the classes of information which reflect the various work activities undertaken by the NCC and is intended to provide a framework for accessing information. The publication scheme divides the information published by the NCC into three broad topic areas. The scheme also covers the information held by our associate councils, the Scottish Consumer Council (SCC) and the Welsh Consumer Council (WCC).

Copyright statement

The NCC allows copying and reproduction of any material from its publications for personal or non-commercial purposes, except material that is quoted in our publications and is therefore attributable to an external organisation or individual. All other uses, including for academic purposes, requires the prior written permission of the NCC, which will not be unreasonably withheld. The NCC must be acknowledged as the owner of intellectual property and copyright in the material, and the publication date must be given in case of policy detail which may be affected by the date of writing.

Responsibility for the publication scheme

In producing this scheme our aim was to make it as helpful as possible and easy to use. The information contained in the scheme can be independently accessed and is available to a wide audience. Procedures for making requests

The majority of information and publications can be downloaded free-of-charge from our website. All other requests should be made either in person, by telephone, e-mail, fax or post to Dawn Muspratt (see contact details and e-mail link above). We endeavour to respond to your information request within ten working days of receipt of your request.

Complaints procedure

Our policy is to be as open as possible and supply the information you have requested, but we may withhold information if we consider it is commercially sensitive or if it relates to individuals.

If we refuse to supply all or part of any other information you have asked for we will write to you giving our reasons for refusal.

If information within a document made available under this publication scheme is withheld, the document will be clearly marked to show where information has been removed and the exemption we have used.

If you are not satisfied with the reasons you have the right to appeal to the Information Commissioner.
